It's part of their plan with this Digital Identification App developed by the Japanese government. That means only true blue Japanese fans can get their hands on those limited items.

Now, what’s up for grabs? We’re talking about some fancy 30th Celebration Pokémon Card Game sets like the Mega Expansion Pack and the Premium Deck Set. They range from around 6,200 yen to 27,500 yen. Pre-orders kick off soon, and you better be quick, cause they're only open to residents. Everyone else, feel free to watch from the sidelines while the locals grab the goods. It's a bummer, but the Pokémon Company probably figures foreign fans still have plenty of other ways to indulge their obsession while visiting Japan.
